Pursuant to Massachusetts General Law Chapter 40R and 760 CMR 59 (Code of Massachusetts Regulations: Department of Housing and Community Development -Smart Growth Overlay District) notice is hereby given that the City of Salem, Office of the Mayor will hold a public hearing and informational meeting on Thursday, August 1 at 6:00 PM in the Community Life Center, 401 Bridge Street, Salem, MA 01970. 

In-person shall be the primary method of public access to this meeting. A secondary method of public access may be provided, if technologically feasible, remotely through Zoom.  See below for remote access information.

The purpose of this public hearing is to provide an overview of the Smart Growth Overlay district process consistent with MGL Chapter 40R and to present and receive comment from interested persons relative to the proposed creation of a Smart Growth Overlay district, through a zoning and map amendment, for the property located at 56 Margin Street, 54 Margin Street, 7 High Street, 20 Endicott Street, and 24 Endicott Street. 

The Smart Growth Overlay District would allow multifamily residential, supportive housing, and mixed use commercial uses in addition to uses currently allowed under the existing zoning district. For more information about 40R/Smart Growth Overlay districts, please visit ImagineSalem.org. 

Materials will be available for review in the City of Salem Department of Planning and Community Development, located at 98 Washington Street, Salem, MA, as of July 18, 2024. The public is encouraged to submit any comments in writing to Elena Eimert, eeimert@salem.com. Written comments will be collected until close of business on Thursday, August 15, 2024.
